INTRODUCTION

The Office of the County Clerk is responsible for Legislative Branch administrative operations and support services and assists the County Council in carrying out its policy making duties.

Additionally, this office provides legislative drafting services for all County departments, records legislation and preserves legislative records, provides reprographic and mail services for all county departments, and assists with public participation in local government.

Job Summary
Provides analytical and communications support to all departments. It is devoted to providing public information and analysis to all departments.

Typical duties may include: overseeing the communications plan; preparing and documents for publication and dissemination including newsletters, public service announcements, and press releases; gathering data and information and providing analytical support to all departments; may assist in management of various projects; may assist in the budget preparation and analysis; preparing department reports; and/or, performing other specialized activities.

Essential Duties
1. Conducts complex and sensitive administrative, operational, and management analyses, studies, and research projects including those involving City-wide issues, programs, policies, and procedures; selects, adapts, and applies appropriate research and statistical techniques; gathers and analyzes data and information from various sources on a variety of specialized topics.

2. Serves as a liaison to, and coordinates with internal and/or external departments, personnel, boards, commissions, and agencies, to facilitate departmental operations, including assisting with special projects, events, and assignments.

3. Oversees and implements the City"s public information and communications plan, which may include, but is not limited to public service announcements, press releases, newsletters, and responding to media inquiries. Shall serve as the City spokesperson for public information.

4. Represents and supports the City Manager with City Council, employee and citizen group discussions and meetings. Monitors pending items list, and keeps the City Manager informed about projects and issues of importance to Council. Provides the City Manager with accurate and timely information to support decision making and policy direction.

5. Prepares, maintains, updates, and/or submits financial and general reports, records, documents, and other correspondence; maintains and updates databases and online systems; work may involve researching and compiling information; ensures compliance with applicable laws, regulations, and policies.

6. Promotes innovation, critical thinking and creativity in developing approaches and solutions to City needs. Promotes and encourages collaboration in seeking new ways to share resources, ideas and best practices in order to optimize service delivery organization wide.

7. Assists with budget analysis during the annual budget process. May assist in preparation of the budget for various City departments including the City Council, City Manager, City Secretary, Human Resources, and Special Funds.

8. Performs other duties of a similar nature or level.

Education and Experience
Bachelor"s degree in public or business administration or equivalent and two (2) years of
progressively responsible analytical and communications experience including; or an equivalent
combination of education and experience sufficient to successfully perform the
essential duties of the job such as those listed above. A Master"s degree is
preferred.

Positions in this class typically require: climbing,
crouching, reaching, standing, walking, pushing, pulling, lifting, fingering,
grasping, feeling, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force
occasionally and/or a negligible amount of force frequently or constantly to
lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Walking and standing are
required only occasionally.
